They are known to have dispatched [[Jazz (Transformers)|Jazz]] to Earth after [[Bumblebee]]'s unauthorizied departure, and to have placed a bounty on him that [[Fracture (Transformers)#Aligned Continuity|Fracture]] and [[Drift (Transformers)|Drift]] both attempted to collect.

In ''[[Transformers: The Covenant of Primus]]'' and ''[[Transformers: Exodus]]'', the High Council were the leaders of Cybertron following the expulsion of the [[Quintessons]], and included such notables as [[Soundwave (Transformers)|Soundwave]], [[Sentinel Prime]], and [[Elita One]]. However, the council enforced the caste system that led to Cybertron's decline, and was still in power when the [[Decepticons]] under [[Megatron]] rose up and began the [[Great War (Transformers)|Great War]]. While the majority of the council, led by [[Halogen (Transformers)|Halogen]], voted to make Orion Pax a [[Prime (Transformers)|Prime]] and gave him the name of [[Optimus Prime|Optimus]], some members-including [[Ratbat]] and [[Contrail (Transformers)|Contrail]]-sided with the Decepticons.
